This document is the second phase of the poverty reduction strategy program (PRSP). It maps out the direction the country wishes to explore in its drive to attain food security, eradicate poverty, and achieve the millennium development goals (MDGs).

The establishment of the emergency food security reserve administration serves as a foresight towards mitigating against disasters at their onset, till other emergency sources can be mobilized. It highlights the sources of the reserve, ownership, reserve type and size, and the organization of the administration. The agency is to be supervised by the disaster prevention and preparedness commission.

The regulations are for the re-establishment of the Ethiopian National accreditation office, as an autonomous federal government office, and placed under the supervision of the ministry of science and technology. The office is to work towards facilitating the acceptance of Ethiopian products, locally and internationally.

The PASDEP acknowledges the various constraints faced by the Ethiopian economy as a result of poor policy coordination and dwindling levels of investment. The plan, therefore, seeks to facilitate the development of agriculture along the lines of human capacity development, input supply, technology adoption, and infrastructure provision.

This serves as the regulation for the establishment of the national planning council and the national planning commission of Ethiopia. The council is to be an autonomous federal government organ accountable to the prime minister. It contains the powers and duties of the council, its meetings, as well as its members, among other things. The council is saddled with the responsibility of producing long term national plans and frameworks for the development of the country.

This second instalment of the Growth and Transformation Plan intends to build on the achievement of GTP I. The aim is to improve on shortcomings and achieve the country’s long term vision of attaining a middle-income economy.

The Order applies to all planning areas. The order makes clarifications on the types and classes of development that are subject to permission from necessary authorities. The plan will run for 7 years. NDP places emphasis on creating a conducive environment for the private sector so that it plays a major role in driving economic development. More emphasis will be placed on the maintenance of productive infrastructure, providing infrastructure needs for the private sector as an engine for economic growth, and on leveraging additional support for the service export, compared to merchandise export given the associated high transport costs.

To tackle some of the development challenges, NDP focus on six broad-based national priorities of developing diversified sources of economic growth, human capital
development; social development; sustainable use of natural resources; consolidation of good governance and strengthening of national security; and implementation of an effective monitoring and evaluation system.

The Order declares areas of land that are categorized as planning areas. It makes provisions for access to copies of relevant maps for applicants seeking permission for any development in planning areas.

The statutory instrument is based on the town and country planning act of 1977. The order designates planning areas and specifies the authority to which functions of the board to grant permission for development are transferred.
