The statutory measure is subject to the marketing of agricultural products act of 1996. It applies to apples, pears, plums, peaches, nectarines and apricots intended for fresh domestic consumption, export and Import, and apples intended for processing of juice concentrate. The measure states that: “A person shall have a choice to register as either a producer, an importer, or as a processor. A person who is a producer as well as an importer and/or processor, must register as a producer and as an importer and/or processor”. The measure is administered by HORTGRO services, and it compels parties to keep records and render returns, to ensure a level playing field in the industry by way of access to information for a knowledge-based decision making.
