The ministerial order serves to modify the 2001 order surrounding the rates of renting and selling state-owned lands. It repeals all prior orders contrary to the ones specified.

The ministerial order determines the requirements for granting the license to sell and purchase mineral substances in the country. The order stipulates that; “Except for holders of an official mining licence a copy of which is held by the Ministry of commerce, any individual or entity wishing to deal in minerals shall apply to the Minister in charge of commerce for a licence to open a mineral trading post, specifying types of minerals he intends to sell”.

This novel plan charts the 6-year directional course for safe and quality delivery of surgical, obstetrics and anaesthesia care for Rwandans. It assesses the prevailing situation, highlights the plans for the future, outlines procedures and processes, targets, as well as key performance indicators to enable effective monitoring and evaluation as the plan unfolds. It ultimately intends to complement other national and international health sector policies in ensuring universal health coverage.

The order determines the structure and contents of the aquaculture and fishing concession contract.

The Order determines the list of works, projects and activities that have to carry out an environmental impact assessment before being granted prior authorization. The environment management authority reserves the right to request an environmental impact assessment from projects or works not listed therein.

The decree determines the town planning and construction regulations in Rwanda. The town planning code determines the activities prohibited in the; floodplain areas and marshes; water sources, water bodies and their watersheds; steep slopes, ridges and peaks; natural forests and reforestation areas; and zones of seismic and volcanic risk. The order also addresses principles of urban infrastructure, potable water, sanitation and management of rainwater, energy supply, and waste management, among others.

The order determines the respective prices for services rendered in seed quality control. It stipulates that beneficiaries shall cover costs for inspection and certification for produced and marketed seeds. It also states that symbolic costs shall be applied for services rendered, to ensure promotion in quality seed production and marketing.

The law establishes the Rwanda energy, water, and sanitation authority (EWSA) as a public institution with legal personality, and financial and administrative autonomy. The authority is charged with the implementation of government policies relating to energy, water, and sanitation through coordination and monitoring of all actions. The law also addresses the management organs and supervisory bodies of EWSA.

The Law establishes the National Agricultural Export Development Board (NAEB), with legal personality, administrative, and financial autonomy. It determines the board’s responsibilities, organizational structure, property and finance, and the supervisory authority. The board is categorised as a commercial public institution. The law repeals all provisions and laws before the ones stated therein.

This national policy on Traditional, Complementary and Alternative Medicine is for the integration of conventional medicine to achieve the government’s vision of universal health coverage. It outlines the framework, laws and legislation, quality control, regulation, registration, supply chain development, monitoring and evaluation among other necessary elements to ensure the smooth running of the process.

The government of Rwanda seeks to chart the course towards unifying the country in the aftermath of the 1994 genocide in the country. The government hopes that the long term developmental plans and ambitious goals highlighted in vision 2020, will help the country in breaking its citizens out of the vicious cycle of poverty. The vision is backed by six pillars including; good governance and an efficient State, skilled human capital, vibrant private sector, world-class physical infrastructure and modern agriculture and livestock.

The ministerial order determines the modalities for assigning and transferring plant breeders’ rights. It chiefly states that application for grant of breeder’s rights or granted breeder’s rights can be assigned or transferred at any stage. The process is done in writing and signed by both parties concerned. It repeals all prior provisions contrary to this order.

The agreement for the establishment of the river basin was entered into by the governments of the Republic of Rwanda, the Republic of Burundi, and the United Republic of Tanzania. The agreement is borne out of the desire to further strengthen the existing cooperation between the countries, and the commitment to develop potentials in hydropower, fishing, mining, agriculture, tourism, and industries.

The order determines, and chiefly spells out the procedures for seed inspection and granting of seed quality certificates.

The law establishes the National Fund for Environment (FONERWA) as an institution with legal personality and financial and administrative autonomy. The supervisory organ of the fund is to be decided by an order of the prime minister. Its objectives include mobilisation and management of the fund for addressing climate and general environmental issues; bilateral and multilateral partnerships aimed at fund collection; and collaborating with other institutions with a similar mandate.

The ministerial order determines the requirements for the issuance of fishing licenses, and the period of validity. It stipulates that fishing in the free waters of Rwanda shall be subject to the availability of a license. It categorises licenses into a license for sport, professional, or research purposes.

As sanctioned and adopted by parliament, the law establishes the Rwanda agriculture and animal resources development board as a public institution with legal personality, enjoying financial and administrative autonomy. The board has a general mission of developing agriculture and animal husbandry via viable reforms and training of farmers in modern agricultural practices.

The ministerial order determines the necessary criteria for the categorization of mines and determining the types of mines. The categories include artisanal mine, small-scale mine, and large-scale mine.

The order determines the quantity and quality of rations be provided for incarcerated people. “The High Council of the Rwanda Correctional Service shall determine the ratio of an incarcerated person. The ration must have at least two thousand one hundred (2100) calories composed of cereal, leguminous, water, salt, oil and other vital food for the good health of an incarcerated person”.

The ministerial order focuses on the modalities of environment conservation in mining and quarry extraction. It details the structure and content of environmental impact assessment, environmental conservation plan, environment rehabilitation bond. The order clearly states that; “any person involved in prospecting, exploring, as well as mining and quarry extraction activities shall have the responsibilities to carry out his activities in a way that is not detrimental to the environment”.
