This law provides for the establishment of a due process and project monitoring bureau, the establishment of Governing Council, and its powers and functions for effective control of procurement in the state.

This law repeals the Imo State Bonds Law No. 6 of 2008 (as amended) and enacts a law that establishes the Imo state Debt Management Office for the raising of loans through the issuance of debt securities by the state government and other related matters.

This law repeals the Imo state pools betting, gaming, casino, and lotteries promotion and control board law No. 4 of 2017 and enacts a law to establish the Imo state lotteries board to regulate lotteries, pools bet, gaming, and casino business in Imo state and related matters.

This law provides for the consolidation of property and land-based charges and also makes provisions for the levying and collection of land use charges in Imo state and other related matters.

This law further amends the Imo state registration of Business Premises Edict, 1987 (No. 6 of 1968) as amended.

These guidelines and the regulations cover procurement of new capacity by buyers who may be electricity distribution companies. Nigerian nuclear regulatory authority (NERC) sees this development as a key step in the evolution towards a fully competitive market. They do not provide guidelines or rules for the drafting of Power Purchase Agreements (PPAs). However, it is important that given the limited experience in drafting PPAs in Nigeria and indeed previous experience with poorly drafted PPAs (with a resultant adverse impact on the finances of the power sector) that there is a substantial element of standardization in the terms of the PPAs utilized. Therefore, Nigerian Nuclear Regulatory Authority will promote this standardization.

This law repeals the Imo state Audit Law No.17 of 2016 and enacts a law to provide for the establishment of the Audit Service Board, Offices of the Auditor-General for the state, and Auditor-General for local governments for the purpose of ensuring and guaranteeing transparency and accountability in the use of public funds and other related matters.
