This is an Act to establish a Management Board for the running of psychiatric hospitals established by the Federal Government and ensuring their affiliation with teaching hospitals mentioned in the Act.

The Decree dissolves both the existing Council of the University of Benin and the existing Management Board of the Teaching Hospitals of that university and establishes a provisional council as the overall governing body for the university and the university teaching hospital, Warri, as a follow-up to their recent take-over by the Federal Government.

The Decree re-enacts the Military Courts (Special Powers) Decree 1968 and includes in the Decree provisions relative to the procedure to be followed before trial and during the trial of any member of the armed forces charged with an offence under the Decree.

The Decree repeals Part III of the University of Benin Edict 1975 and makes new provisions for the continuing in being of that institution including the establishment of a new Management Board for the running of the affairs of the teaching hospital.
