The import and export atmosphere in Ethiopia has been made complex due to the presence of many rules. A proclamation to amend the federal government of Ethiopia financial administration proclamation of 2010

The proclamation repeals the importation of goods on franco-Valuta basis council of Ministers Regulation of 1996. It sets out the powers and duties of the ministry, the goods that may be imported on a Franco-Valuta basis, and the penalty for violation of the provisions contained therein.

The proclamation sets out the responsibilities of the minister of finance and economic development, heads of public bodies, and internal audit; the collection and deposition of public money; remissions, wire-offs, fees; all issues regarding budgeting; disbursement of public funds, and management of unspent funds. These, and other provisions contained therein, is to ensure efficient administration of public finance.
