This Report provides an overview of the health sector’s performance, achievements, key priorities and the resource requirements for the period 2018/19 – 2020/21. It provides the medium-term priorities and financial plan for the medium-term entrepreneur framework period 2018/19- 2020/21 and also identifies challenges faced by the health sector.

This strategic plan was designed not only to ensure equitable access to quality health care but also to reduce by half the neonatal and maternal death and to reduce by at least 25% of time spent in ill health. The plan provides the overview of health strategic direction, health investment areas, resource requirement for Kenya health sector strategic and investment plan implementation, implementation framework and monitoring and evaluation framework.

The plan which is in alignment with key developmental agendas provides a framework for the implementation of strategies aimed at improving the health status of Kenyans. The document also presents the progress in implementation of flagship projects, emerging issues and challenges, health sector programmes for 2013-2017 and legal framework.

The Ministerial Strategic and Investment Plan constitute the statements, intentions and actions of the ministry of health over a period from July 2014 to June 2018. The plan presents Kenya’s health development challenges including high maternal mortalities and threats from fever and poverty, linkages with developmental agendas such as the vision 2030, the constitution, and the Kenya health policy.

This plan was designed to reduce inequalities in health care and reverse the downward trend in health-related impact and outcome indicators. The framework was further designed to foster partnerships in improving the financing and delivering services of the health sector.

The purpose of this action plan is to provide a framework for the intervention activities of the government and stakeholders. The government has support in realizing the millennium development goals through the implementation of high impact nutrition interventions. The eHealth policy is based on legislative and regulatory instruments such as 2010 constitution of Kenya, Kenya Information and communications Act, 2015. It explores situational analysis, the policy direction guiding principles and eHealth policy framework, policy goal, objectives and orientations and policy implementation, monitoring & evaluation framework.

The ministry of medical services rates the impact of local pharmaceutical industry in the manufacture of medicines from both health and economic development perspectives. This strategy was developed to strengthen the industry as it is currently underperforming and also to address the need of the main stakeholders to enhance the development of the pharmaceutical sector in Kenya.

This is an Act of Parliament to control the production, manufacture, sale, labelling, advertising, promotion, and sponsorship of tobacco products, to provide for the Tobacco Control Board for the regulation of tobacco products in Kenya.

An Act to establish Kenya food and drugs authority and to provide for the regulation for food, drugs and chemical substances in the country. The document provides regulations for establishment of Kenya food and drugs authority, the sales of medicines and therapeutic cosmetics, listing of scheduled substances, manufacturing of tobacco products and establishment of the national quality control laboratory.

This policy document identifies some challenges ranging from the weak health information system and issues of access to health services, to the issues that arise from the use information technology in the healthcare. It also identifies the policy environment; the policy framework that defines the vision, objective, mission & statement and also an implementation framework.

An Act to unify the health system, to coordinate the inter-relationship between the national government and county government health systems, to provide for the regulation of health care service and health care service providers, health products and health technologies. This document provides regulations for public health facilities; establishment of Kenya Health Human Resource Advisory Council; establishment of the Kenya Health Professions Oversight Authority; regulation of health products and health technologies etc.

This strategy was developed to guide the Human Resources Strategy (HRH) interventions for improved health service delivery. Implementation of the strategy will be guided by indicators set out in the result framework under the leadership of the principal secretary ministry of health and chief officers of health in the counties in collaboration with directorate of public service management, public service commission and county public service boards and the Inter-agency coordination committee of Human Resources Strategy (HRH) at the National and county levels.

To achieve the goal of attaining the highest health standards in a manner responsive to the population needs, this investment plan outlines the impact priority targets and also provides the service delivery focus and targets that will be implemented to attain the impact target. This is an Act of Parliament specifying the provision for the training, registration, and licensing of public health officers and public health technicians, to regulate their practice, and to provide for the establishment, powers, and functions of the Public Health Officers and Public Health Technicians Council.

This document recognizes the role of wholesale and retail distribution in the supply of manufactured therapeutic products. These guidelines for good wholesaling and retail practice in pharmaceuticals set out steps to meet the distribution requirements in the following aspects: building & grounds, facilities, personnel, stock handling and stock control, transport, complaints, documentation and records, counterfeit products and sale of unregistered medicines.

Ghana through this Trancop policy framework is pioneering a PanaBIOS bio screening and risk-based reopening protocols to advance the African Union’s Open Corridors Initiative and the Africa CDC Public Health Corridors program.

This represents the concept of GHS Standard Hospital based on a modular template and is suitable for easy expansion. It provides information on departments, general building arrangements, and cost estimates. The standard was developed to ultimately reduce maintenance and other operational and variable costs.

The Government of Ghana has long recognised the importance of traditional medicine, as evidenced by various efforts at establishing traditional medical centres. The objective of this policy is to provide a general direction and framework within which government’s short- to long term plans on traditional medicine would be based.
