Amendment of regulations 5 and 6 of the management of white shark cage diving regulations

The Act provides for the extension of the application of laws relating to agricultural matters to territories that form part of the national territory of the Republic of South Africa. The laws of the Republic of South Africa applicable in the affected territory are outlined in the schedules of the act; they include the Fencing Act of 1963, the Cooperatives Act of 1981, the Livestock Brands act of 1962, and the Agricultural Pests Act of 1983.

The regulations apply to South African ships, regardless of where they are, and to small vessels and ships while they are within the Republic of South Africa, the territorial waters, and the fishing zones defined in the territorial waters act of 1963.

This document puts forward a strategy framework for the accelerated development of the forestry, timber, pulp and paper industries in South Africa. It addresses components in the forestry value chain and provides a framework for addressing constraints to development.

The act establishes the water research commission and water research fund. It provides for the promotion of research in connection with water affairs. The water research commission shall coordinate and promote the occurrence, preservation, conservation, pollution, and reclamation of water supplies for agricultural, industrial, and urban purposes.

The regulations address; registration procedures and guidelines, labelling and containers, advertisements, manufacturing establishment, sampling and permissible deviations inactive ingredient, invoices, sales, imports, appeals, and general provisions.

An amendment to the convention on international trade in endangered species (CITES) regulations of 2010. Alterations centre around powers and duties of the management authority, import and export of specimens, issuance of permits and certificates, and fees payable.

The amended regulations operate under the plant breeders’ rights act of 1976. The table detailing fees payable with respect to plant breeders’ rights: 1 April 2008, is substituted.

The regulations apply to all special nature reserves, national parks, and world heritage sites in South Africa; it also applies to marine protected areas that have been included in a special nature reserve, national park or world heritage site. Among others, it lays out details relating to biodiversity management and conservation in these areas; use of biological resources of national parks and world heritage sites; access; commercial activities allowed; use of water areas, land, and airspace; bioprospecting; norms and standards; and general prohibitions.

The objective of this policy is that participation in the sustainable management of forest resources and available resources will contribute to local economic development. The policy adopts community forestry and greater participation as its guiding principles.

The amendment makes changes related to persons required to keep records and returns reports, the specific records to be kept, and names and particulars of import and export mechanisms to be employed.

Water conservation and demand management in the National Strategy Framework includes the protection of water resources and thus the management of water quality. This strategy identifies opportunities to reduce unnecessary water use and improve efficiency and provides guidance to stakeholders in the forest sector on achieving conservation and demand management.
