The rules outlined in this notice are; services pertaining specially to veterinary professions; conduct of veterinary professionals; advertising and promotion of services; animal transport vehicles; standards for veterinary facilities, mobile animal services, house/farm calls, and hospitals; and inquiries into professional conduct.

The regulations apply to edible fats and oils, and mixtures which are intended for final consumption, catering purposes, medium of cooking, and as ingredients in the manufacture of foodstuffs. Edible fats and oils shall be free from mineral oils; the food additives allowed in fats and oils are laid out.

The notice provides for extension of the existing fishing rights that were set for renewal during the COVID-19 lockdown period. The exemption is granted for all fishing grants.

The regulations are made under the national environmental management: protected areas act of 2003. “No person may undertake any scientific research within the
Marine Protected Area, except on the authority of a scientific research permit issued by the Minister”. The general restrictions within the marine protected area are listed in the schedules.

The statutory measure applies to cotton. It pushes to compel market players of cotton to keep records and report returns to Cotton South Africa. It sees this as a means to ensure the availability of information to all players in the industry, to enable them to make informed decisions. The measure lists out the records and returns to be kept and submitted. Cotton South Africa is appointed as an administrator of the statutory measure.

The regulations relate to processes and procedures relating to the allocation of small-scale fishing rights, time periods, criteria for small-scale fishers, small-scale fishing communities and small-scale fishing rights allocation, small-scale fishing areas and zones, and management of the rights of access.

An amendment of the rules relating to the practising of veterinary professions. Rule 2 is amended; it relates to the diagnosis, treatment, and advice on animal diseases, restraint of animals, and operations carried out on animals.

The regulations and their amendments are under the plant improvement act of 1976. The amendment substitutes the fees payable table.

The control measures contain explicit prohibitions relating to; the occurrence and removal of certain pathogens and insects; keeping, planting, or cultivation of certain plants; removal of certain plants; keeping, planting, or cultivation of certain controlled goods; and packing or repacking of fruits.

The rules apply to the ports of Richards Bay, Durban, East London, Ngqura, Port Elizabeth, Mossel Bay, Cape Town, Saldanha Bay and Port Nolloth and to any other port that has been determined to be a port in terms of the relevant sections of the national ports act of 2005. The rules aim to ensure proper management and control of these ports.

The norms and standards apply to species of rhinoceros that are listed as threatened or protected in the biodiversity act; they also apply, whether a hunt takes place on privately owned land or state land. The minister declares that the animals specified in section 2(a) of the animal identification act of 2002 are; cattle, sheep, goats, and pigs.

It is expressly stated that: “No person shall import wood packaging material which does not comply with the measures of the FAO, IPPC — ISPM No 15 guidelines for regulating wood packaging material in International Trade”.

This contains alterations to the Sectional Titles Act of 1986 in relation to sectional mortgage bonds, forms for certificates, and other scheduled documents specified under the act.

This document discusses marketing, its importance to the South African economy, and the nature extent to which the marketing of agricultural products. It also discusses the Marketing of Agricultural Products Act of 1996 and changes that include deregulation, the role of statutory institutions, commodity trusts, old schemes, marketing development, and relations with NDA. One of the most interesting recommendations discussed is that cooperative marketing should be developed as part of the broad institute building programme for the emerging farmer. Skills and assets acquisition should be identified as the core of the programme, other cooperative efforts in the financing, purchasing and production should also be encouraged as successful marketing rests on the type, quantity, quality and price of the product produced as explained in the trading strategy.

The notice amends the restitution of the Land Rights Act of 1994. It empowers the minister of land affairs to purchase, acquire, or expropriate lands to claimant for purpose of restitution.
