A law to establish the Bayelsa State Emergency Management Agency and a Local Government Emergency Management Committee for each Local Government Area in the state and other matters connected therewith. The functions of the agency are to formulate policy on all activities relating to disaster management and co-ordinate plans and programs for efficient and effective response to disasters in the State, develop and maintain an electronic database, co-ordinate and promote research activities relating to disaster management in the State, collate data from relevant agencies to enhance forecasting etc.

This is a law to provide for the establishment of the Institute of Tourism, catering and hotel management and other matters connected therewith. The document provides the functions of the Institute. It will act as a centre of excellence for education, training, teaching, research, consultancy, advocacy, advancement and publications on travel, tourism, hotel management, catering, hospitality, culture, entertainment and other related or connected areas, promote and disseminate the science, theory, practice and study of travel, tourism, hotel management, catering, culture, hospitality and related or connected areas, and assist and advice the Bayelsa State Government in the planning and formulation of policies and strategies to achieve the objectives of this law.

This is a law relating to the Administration of real estate in the case of intestacy.

The purpose of these regulations is to restore, enhance and preserve the physical, chemical and biological integrity of the nation’s surface waters, and to maintain existing water uses. The regulations provide for the protection of surface waters from pollutants so that the waters shall be protected, used, developed, conserved and managed.

This Act amends the Endangered Species (Control of International trade and traffic) Act, cap E9, laws of the federation of Nigeria, 2004 to review the fines upwards to have a more deterrent effect and reflect the economic realities.

A law to provide for the establishment of the Ministry of Water Resources as a corporate sole, for the functions of the Ministry and other matters connected therewith. The Ministry has the power to control and manage all water resources facilities vested under the provisions of this Law in the Ministry, establish, control, manage, extend and develop such new water resources facilities and to extend and develop such existing ones as the Ministry may consider necessary for the purpose of providing water services in order to meet the requirements of the general public, agriculture, trade and industry in various parts of the state, ensure that water or wastewater is supplied to or conveyed from the consumer thereof treasonable charge and in potable quality and adequate quantity where applicable, and to organize the conduct comprehensive research studies and development for the purposes of the Ministry from time to time on matters relating to its functions under this Law and to submit on request the result of such research to the Government for the utilization of the same by him in the formulation of policy relating to the supply and usage of water in the state.

The purpose of these regulations is to ensure maintenance of a healthy environment for all people in Nigeria, the tranquillity of their surroundings and their psychological well-being by regulating noise levels and generally, to elevate the standard of living of the people by prescribing the maximum permissible noise levels a facility or activity to which a person may be exposed, providing for the control of noise and for mitigating measures for the reduction of noise; and generally for giving effect to the provisions of section 22 of the Act.

This law provides that no alien (defined by this law) may acquire land save with the approval of the Commissioner responsible for land and prohibits the unlawful occupation of land by an alien. It also provides information for ejection proceedings and grants regulation-making powers for purposes of this law to the executive council. Also, the transfer of land by an alien must be approved by the commissioner.

These regulations shall apply to the labelling of food additives sold as such whether by retail or other than by retail, including sales to caterers and food manufacturers. The regulations also apply to food processing aids and any reference to food additives shall include food processing aids.

This is an Act to make provisions for the registration of veterinary surgeons and matters connected therewith. It provides for the control of the practice of veterinary and this and other purposes establishes the Veterinary Council of Nigeria, the Veterinary Surgeons’ disciplinary tribunal and the Veterinary Surgeons investigating panel. The Council, which shall be a body corporate, shall be charged with, among other things: determining qualification requirements for registration as a veterinary surgeon under this Act; securing the establishment and maintenance of a register of persons registered under this Act as veterinary surgeons. The Minister may give directions to the council. The Act also defines penalties for unprofessional conduct.

These rules, made under section 34 of cap. 210, 1958 laws and continued under the Veterinary Surgeon’s Act, concerning the election of members of The Veterinary Council. It emphasizes that no person other than a registered veterinary surgeon shall propose or second a nomination. All voting papers, whether valid or rejected, shall be retained in safe custody by the scrutineers until the council directs their destruction. Any person nominated as a candidate for election who is dissatisfied with the conduct of an election may lodge a complaint in writing with the registrar.

This document provides regulations on sea fisheries. It emphasizes that a prospective owner of a fishing vessel intended for fishing or shrimping in Nigeria’s territorial waters shall first obtain a written assurance that such a vessel would be granted a fishing or shrimping license before arrangement for the purchase of the vessel is concluded. A prospective owner of any type of trawler or fishing vessel shall also obtain a letter of support for fishing operations in foreign waters.

This is a law relating to the administration of the estate of deceased persons. Part I of the document provides on the devolution of property. It emphasizes that all property to which a deceased person was entitled to an interest not ceasing on his death shall, on his death and notwithstanding any testamentary disposition thereof, devolve from time to time on the personal representatives of the deceased. Part II is concerned with Executors and Administrators. Where a person appointed executor by a will survives the testator but dies without having taken out probate of the will.

The document provides rules on Veterinary Surgeons Disciplinary Tribunal. It emphasizes that whenever any case of professional misconduct against a veterinary surgeon is referred to the tribunal by the panel, such a case shall be heard by a division of not more than five members comprising fully registered veterinary surgeons appointed by The Veterinary Council of Nigeria of whom at least two shall be elected members of The Council and that the president of The Council, or in his absence anyone appointed in that behalf, shall be the chairman of The Tribunal.

This Act is to establish The Surveyors’ Registration Council of Nigeria for the registration of surveyors and to provide extensively for the regulation of the practice of the profession.

It emphasizes that no person shall use a vessel for fishing or for transportation of fish unless the vessel displays a certificate that has been issued by Fish Inspection as such certifying that the vessel meets the requirements of Schedule I of these regulations. It also provides for Fish unloading handling and holding, Fish establishment and cold room registration, Handling and processing of fish products, Prohibition of certain fish and fishery products, Preservation storage and display for sale, and duties and powers of fish inspectors.

This document presents the irrigation and drainage policy and strategy for improving irrigation and drainage development and management in Nigeria to achieve the broad goals of the agricultural sector, which are: (a) food and raw materials security; (b) increased employment; (c) creation of wealth and poverty alleviation; and (d) greater contribution to GDP, foreign exchange reserve and government revenue. It addresses the problems, constraints and opportunities, which cut across the whole irrigation sub-sector; and specifically, for informal, formal and commercial irrigation. The strategy for implementing this set of policy objectives includes addressing prominent issues of good governance, resource utilization, socio-economic and cultural inclusion, funding mechanism and effective participation, sustainable production amongst others.
