This is an Act to amend the Nigerian Institute Of Animal Science Act, No. 26 of 2007 to properly define the Institute’s regulatory role, enforce the provisions of the Act and provide penalties for breach thereof; and for related matters.

The NAIP described in this document is transitional (spanning the period 2011- 2014) as it constitutes a sub-set of projects within the MTSS deemed high-priority in the context of the National Vision 20:2020. The policy thrust is on enhancing total factor productivity in the agricultural sector through the application and diffusion of knowledge and improvement in the technology base. It is envisaged that the sectorial contribution to the gross domestic product, will shrink from 41.5 per cent (2009) to 28 per cent (by 2014), as an increasing share of the outputs of the sector is transformed from their primary state into processed products.

This National Policy on Food Safety And Implementation Strategy (NPFSIS) is developed to meet the needs of the country in adopting and implementing a modern and effective national food safety system. It is outlined in four chapters: chapter one describes the policy framework which includes the background, food safety overview, the existing regulatory framework, and public establishments and their mandates. It also covers the scope and rationale for the policy; chapter two addresses the institutional arrangement needed for the efficient implementation of the national policy on food safety and its implementation strategy; chapter three describes the implementation strategies of the policy which includes the goals, objectives, strategies and activities; chapter four describes the framework for the effective monitoring and evaluation of food safety along the food chain (farm-to-table). Some of its objectives are to promote the adoption of appropriate protocols for the use and handling of food additives, processing aids, agrochemicals, feeds and veterinary drugs in-line with international best practices, enhance foodborne illnesses surveillance and response etc.

This document is divided into three sections. The first section covers the Nigerian context and the process in which the Policy is being produced and outlines the issues to which it is responding. The second section deals specifically with the new National Water Policy in Nigeria. It sets out the broad policy vision, addressing specific aspects of water management as well as indicating the institutional arrangements that will be necessary to implement the policy. Finally, the way forward for the development of new legislation and implementation of the new policy is outlined.

The primary objective of the National Plan of Action on Food and Nutrition (NPAN) is to translate the goals, objectives, and strategies articulated in the NPFN into implementable activities and projects. The objectives of this plan include improving food production, availability, and access to high-quality foods to meet the needs of the whole population, developing an effective monitoring system to enforce appropriate food laws for effective inspection and compliance and protecting the consumers through improved food quality and safety. This will be achieved in the context of implementing as vigorously as possible, projects and activities that will improve the nutritional status of all Nigerians with particular emphasis on the most vulnerable groups (children, women, and the elderly).

This is an act to enable regulations to be made for maintaining and improving the quality of Nigerian hides and skins and for regulating and controlling the trade and export of hides and skins.

This report presents a strategic plan of action for the implementation of the Great Green Wall for the Sahara and Sahel initiative (GGWSSI) in Nigeria. The GGWSSI is a recent regional attempt in Africa to focus on addressing desertification in a more coherent manner. The initiative was originally conceived as a thematic project, focusing on the creation of a wall of trees of some 15 km wide and 7,775 km long from Dakar to Djibouti, through 11 countries. Since 2005, however, it has gradually shifted to a holistic, multi-sectoral, and integrated vision of sustainable land management (SLM) and poverty eradication. The specific initiatives are to prevent further loss of biodiversity and restore already degraded areas and protect ecologically sensitive sites, harness and sustain natural resource use, halt land degradation, combat desertification and mitigate impacts of droughts and improve the overall governance of the environment.

This is a Law to provide for the right of a female person to own and to inherit property long title and for matters connected therewith.

An Act to enable effect to be given in the Federal Republic of Nigeria to the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade. The objective of this Convention is to promote shared responsibility and co-operative efforts among Parties in the international trade of certain hazardous chemicals in order to protect human health and the environment from potential harm and to contribute to their environmentally sound use, by facilitating information exchange about their characteristics, by providing for a national decision-making process on their import and export and by disseminating these decisions to Parties.

This is an act to amend the Utilities Charges Commission act Cap U17, laws of the Federation of Nigeria, 2004 to review the fines stipulated for offences under the act and for related matters.

Regulation 18 concerns the unauthorized use of the pilot’s flag. It emphasizes that any person who shall hold himself out as a pilot authorized to pilot any ship and is not so authorized or shall pilot any ship which he is not authorized to pilot under these Regulations shall be guilty of an offence and liable on conviction to a fine not exceeding N40.

Regulation 63 concerns rules to be observed by ships making for the entrance. It states that where two or more ships are making for the entrance to the Port of Lagos the following rules shall be observed: the master of a ship proceeding outwards and beyond the entrance shall cause to be hoisted before leaving his berth the letter “P” over code pennant of the international code of signals; and if such signal is repeated by the Town and Mole Signal Stations the outward-bound ship may proceed, otherwise it shall wait until such signal is repeated, the master of a ship bound for the entrance to the port shall cause to be hoisted in the vicinity of the fairway buoy the letter “R” over first substitute of the International Code of Signals; and if such signal is repeated by the Mole Signal Station the ship may proceed inwards, otherwise it shall wait until the signal is repeated, and when two or more ships are proceeding inwards the mole signal station when repeating the signal “R” over first substitute will host the signal letters of the ship which has the right of way.

These regulations apply to any salt used as an ingredient of food for direct use by consumers and food manufacturers or as a carrier of food additives and nutrients and shall, meet the standard requirement for food grade salt as set out in these regulations. It emphasizes that no person shall manufacture, import, export, distribute, sell, or advertise in Nigeria any salt for human consumption unless it has been registered under the provisions of these regulations.

This is a law to provide for the grant of a certificate to a small estate, exempt such from payment of estate duty and the grant of full letters of administration and other matters connected therewith.

A law to provide for the Lagos state water sector, Lagos Water Corporation and for connected purposes. These regulations establish the Lagos State Water Corporation (LSWC). The corporation will be a body corporate with perpetual succession and a common seal, have the power to sue and be sued in its corporate name, and be capable of purchasing, acquiring, holding and carrying out its function under this law.

These regulations shall apply to the registration of all herbal medicines and related products that are manufactured, imported, exported, advertised, sold, distributed or used in Nigeria. It emphasizes that no herbal medicine and the related product shall be manufactured, imported, exported, distributed, advertised, sold or used in Nigeria unless it has been registered under the provisions of these regulations and no person to whom a certificate of registration has been issued under these regulations shall lend, hire, sell, transfer or otherwise dispose of the certificate of registration to any other person without the approval of the Agency.

This is an Act to amend the Mortgage Institutions Act cap M19, laws of the Federation of Nigeria, 2004 by reviewing the prescribed penalties, and for related matters.

This Act establishes the National Biosafety Management Agency charged with the responsibility for providing the regulatory framework, the institutional and administrative mechanism for safety measures in the application of modern biotechnology in Nigeria with the view to preventing any adverse effect on human health, animals, plants and environment.
