This is a parliamentary Act to fix the salaries and allowances of persons holding certain offices provided for in the constitution. It clearly states that provided that where a salary scale is specified, the holder of the office shall be paid such salary, within the scale, as the president may determine having regard to the seniority of the various office holders, based on the number of years served in a particular office; and the differences in skills, workload and accountabilities attached to each office.

The objective and purpose of this Act is to provide a legal framework for the recognition and honor of national heroes.

This is a parliamentary Act to declare and amend the law relating to the legal domicil of persons. Regulation 3-8 explain the different forms of domicil -domicil of origin, choice, by adoption, foundlings, legitimation.

Nairobi Metro 2030 is part of the overall national development agenda for Kenya which is encapsulated in Kenya vision 2030 and the grand coalition government policy agenda. These two documents are the country’s response to dealing with key developmental issues. It aims at optimizing the role of the Nairobi metropolitan region (NMR) in the national development effort and facilitating the effective utilization of the NMR’s resource endowments.

It provides procedures for the disbursement of fund. It defines an affordable housing scheme as social housing designated for monthly income earners earning up to 19,999 shillings, low cost housing designated for monthly income earners earning between 20,000 to 49,999 shillings, and mortgage gap housing designated for monthly income earners earning between 50, 000 to 149, 999 shillings.

The objectives of this scheme are to provide housing loan facilities to civil servants for the purpose of either purchasing or contracting a residential house, to develop housing units for sale or rental by civil servants and raise fund for these objectives.

The abbreviated resettlement action plan was designed to achieve the following objectives: to guide compensation against displacement in line with laws, regulations and guidelines for resettlement/land acquisition policy framework of the government of Kenya and the world bank; to identify and quantify different categories of project –affected – people [PAPS] who would require some form of assistance, compensation, rehabilitation or relocation; and to provide guidelines to stakeholders participating in the mitigation of adverse social impacts of the project.

Emphasis is laid on full resettlement of PAPs and addressing their grievances before actual project commencement. The report includes a schedule for implementation of activities and estimates a time period of 1 year for completion of the entire process. Prompt and fair compensation/ resettlement assistance and clear sources of funding will be in place to ensure timely implementation of the proposed project.

This amends the civil servant (housing scheme fund) regulation, 2004

The irrigation bill promotes and regulates the development and management of irrigation in Kenya. The bill provides for the regulations of irrigation, the establishment of national irrigation development authority as a successor of national irrigation board, the role of county governments with respect to the irrigation development and management, irrigation services, financial provisions of the authority, protection from liability of its members and offences that may arise from violation of various provisions of the Act.

These regulations established a fund to be known as the civil service housing scheme fund to provide housing loan facilities to civil servants for the purposes of either purchasing or constructing residential house.

These regulations establish a fund known as the state officers house mortgage scheme fund to provide loan scheme for the purchase or development of property by the state officers.

The sessional paper no. 3 of 2016 on national housing policy addresses key issues relating to delivery of housing in this country and takes into consideration article 43(1) (b) of the constitution, which guarantees every person in Kenya the right to accessible and adequate housing and to reasonable standards of sanitation while the state shall undertake legislative, policy and other measures including the setting of standards, to achieve the progressive realization of the right to accessible and adequate housing. It proposes measures towards provision of adequate shelter in healthy living environments at affordable costs to all socio-economic groups in Kenya. It further proposes measures that shall tackle housing problems in both the rural and urban areas and offers special attention to vulnerable groups through introduction of social housing while encouraging adequate growth, maintenance and improvement of housing stock to meet human needs.
