This proclamation provides guidelines for the formation of the contract of employment. It states the element of the contract of employment; duration of the contract of employment for definite and indefinite periods; obligation of workers; and modification of contract of employment.

The objective of this strategy is to create common guiding instruments not needed to enhance and scale up the performance of the government, non-governmental organizations and other stakeholders working in this field, organizations of persons with disabilities and the public at large in discharging their responsibilities in the provision of adequate and standardized services to persons with disabilities.

This proclamation applies to the employment relationship between a qualified worker or job-seeker with a disability and an employer. It provides for the protection of the right of persons with disability to employment, prohibition of discrimination, and responsibilities of employers and disabled employees.
