This framework acknowledges the failure to attain the targets set by the MDGs. It subsequently seeks to augment the implementation of the Maternal and Child Health programme. It has an overall objective of attaining the newly set SDGs and targets as related to the maternal mortality ratio. It summarises Ghana’s MDG acceleration framework strategy and operational plans.

The Aquaculture Development Plan complements other efforts and interventions charged towards averting reduction in stocks of captured fish. It aims to revitalise the fisheries subsector as a tool for accelerated growth. The broader goal is to develop the aquaculture value chain in the face of rising fish prices, to project the subsector as a veritable business venture.

This serves as the plan towards the implementation of the National Seed Policy, as government believes the seed subsector holds the key to enhancing agricultural productivity and by extension, food security. It earmarks the private seed sector as the lead in the commercial aspect of the plan.

The Act works towards revising and deepening the laws on land use and spatial planning. It establishes the Land Use and Spatial Planning Authority with the objective of ensuring judicious use of lands, providing for a sustainable development of land, and driving the planning decentralisation system of Ghana to the district assemblies, for efficient delivery of services.

The national social protection policy of Ghana provides the framework for purposive, targeted and effective social protection plans and interventions. It represents Ghana’s commitment and action on the Sustainable Development Goals, especially goals 1, 8, and 16. In the short term, it seeks to leverage on five flagship programmes: the Livelihoods Empowerment Against Poverty (LEAP), the Labour Intensive Public Works (LIPW), the School Feeding Programme (SFP), the National Health Insurance Scheme (NHIS) Exemptions, and the Basic Education Capitation Grants.

The Act establishes a committee to take stock of properties confiscated by the State. The committee shall locate and take inventory of assets confiscated to the state by the Armed Forces Revolutionary Council, make recommendations to the President regarding disposal, and ensure that non-state organizations and individuals are not beneficiaries.

The Act makes provisions for the prevention of the spread of infectious diseases. It addresses claims on compensation with regards to containment measures taken. It gives powers to the minister in charge to declare an infected area and declare a need for evacuation. It also states among others, that a person shall not reside or do business in an infected area.

The regulations stipulate the application procedures necessary for obtaining permit for water use. It states that a person may obtain a permit for domestic water use, commercial water use, municipal water use, industrial water use, agricultural water use, power generation water use, water transportation water use, fisheries (aquaculture) water use, environmental water use, recreational water use, and underwater (wood) harvesting.

The regulations apply to all activities related to the conveyance, storage, possession, manufacture, and use of explosives for mining, quarrying and civil works, as well as substances used for the manufacture of explosives. The regulations do not however apply to explosives or substances imported or used by the Police or Military; or coloured flares, fireworks, percussion caps, rockets or other similar devices used by the Ports and Harbour, Aviation, and Railway Authorities.

The Act establishes the Millennium Development Authority to facilitate the implementation of the Ghana Programme under the Millennium Challenge Account for the sustainable reduction of poverty through growth. The charge is contained in the agreement between the Government of Ghana and the Millennium Challenge Corporation acting for and on behalf of the Government of the United States of America.

The Act establishes a Community Water and Sanitation Agency to facilitate the provision of safe water and related sanitation services to rural communities and small towns.

The Act establishes a tourist control board to guide policy formulation, regulation and coordination of all activities of the tourism sector.

An Act by the President and Parliament to establish the National Communications Authority as the central body to license and regulate communications activities and services in the country, and to provide for related purposes.

The specific objectives of the policy include: to redress imbalances which arise from existing gender inequalities through policy review; legal reforms and enforcement of existing legislation; to provide a national framework from which policies are derived; to implement activities designed to strengthen women’s role in economic development; to implement activities designed to promote children’s development and protection; to promote women’s equal access to, and control over economically significant resources and benefits; and to enhance the survival, development and protection of children.

The act establishes the Local Government Service with the broad aim of ensuring effective and efficient administration and management of local government services in Ghana.

The NCWSS is developed within the context of the National Water Policy. It pushes for decentralization to local levels of governance, as a means for deepened accountability and governance in water service delivery. It leverages on the Community Ownership and Management (COM) approach as one of the principles in the water, sanitation and hygiene (WASH) development interventions.

The Act provides for seeds and fertilizer control, and for plant protection. It establishes the Plant Protection and Regulatory Services, the Plant Protection Advisory Council, the National Seed Council, the Technical and Variety Release Committee, the National Variety Release and Registration Committee, the Fertilizer Inspection Fund, the National Fertilizer Council, the Ghana Fertilizer Advisory Committee, the Pesticide and Fertilizer Regulatory Division, and the Plant and Fertilizer Fund. This is all in a bid to ensure plant health and protection from pests and diseases.

The nine hundred and thirty sixth Act of the Parliament of Ghana sets out to establish an efficient Local Government Service; provide for the establishment and administration of the District Assemblies Common Fund; to provide for a National Development Planning System; to define and regulate planning procedures of District Assemblies; to co-ordinate, facilitate, monitor and supervise internal audit activities within District Assemblies and for related matters.

The Act aims to consolidate other amendments providing for prevention and control of infectious diseases in animals. It gives powers to the Minister in charge to declare diseases covered by this act and to also declare a place where diseases break out as an infected area.

This 5-year national policy pushes to address issues around unemployment and underemployment. Among others, the policy prioritises efforts at agriculture modernisation, reforestation, private sector inclusion, agricultural infrastructure development, and sustainable environmental development.
