This research strategy aims to enhance the contribution of agricultural research towards attaining at least a 6 % economic growth rate through sustainable agricultural productivity, sustained competitiveness to ensure food security and eradication of poverty in South Africa. In addition, the implementation of this strategy aims to improve the sector’s efficiency and profitability, improve business opportunities; and ensure social upliftment and improvement of the quality of life for all the citizens of South Africa. It is guided by 16 principles mentioned in chapter two. It also provides information on governance and institutional arrangements in chapter 4.

This is an amendment of regulations 2 of the mineral and petroleum resources development act of 2002. It relates to the application for permits and rights made in terms of the 2002 act.

The regulations amend the rules for the conduct of matters before the national consumer tribunal in relation to procedural requirements; to make Regulations for matters relating to the functions of the tribunal, and rules for the conduct of matters before the tribunal.

The regulations are subject to the water services act of 1997. It sets out details around basic sanitation, basic water supply, interruption in the provision of water services, quality of water, sewerage system, use of effluent, and water services audit among others.

These norms apply to the hunting of all wild and alien animals. They are set out to ensure standardization of hunting methods. The specifications for hunting detailed in the notice include; minimum bullet weights for rifle hunting, minimum bullet weights and barrel lengths for handgun hunting, permissible bows for bow hunting, minimum requirements for bow hunting, minimum requirements for falconry, criteria to be met by gamebirds for inclusion in provincial hunting proclamations.

The policy covers the allocation and management of fishing rights in the KwaZulu Natal (KZN) sardine beach seine fishery. It sets out the criteria guiding evaluation, allocation and management of fishing rights in the KZN fishery; it is to serve as a guide for a delegated official. The policy is to be read in conjunction with the 1998 regulations under the marine living resources act, the 2013 general policy on allocation and management of fishing rights, and other relevant sector specific policy documents.

The objectives of this policy are to improve the legislative framework to ensure that South Africans are better protected from health and environmental risks posed by pesticides; to encourage the development and use of alternative products and techniques and reduce dependence on chemical plant protection products; to integrate relevant international agreements and initiatives from other government departments; to enhance transparency, access to information and improve public participation in the registration of pesticides. These objectives will be achieved through the application of relevant and existing international agreements, policies and regulatory frameworks.

The measure is administered by the HORTGRO services as a means to fund necessary projects and innovations for the development of the pear industry. It seeks to ensure the availability of information to all stakeholders in the industry, to guide informed decisions. The measure applies to pears destined for export and/or domestic fresh consumption.

These are regulations to direct the procedures contained in chapter 5 of the national environmental management act of 1998, for the submission, processing, consideration and decision of applications for environmental authorisation of
activities. Applications related to the regulations are decided by competent authorities.

The notice of the minister states that; in terms of the consumer protection act of 2008, the monetary threshold applicable to the size of the juristic person is R2 000 000.00 (Two Million Rands). It includes a comprehensive threshold determination – method of calculation.

An alteration to the land reform (labour tenants) act of 1996. Issues altered include; redefinition of terms, the age limit for eviction, death-related grants and rants, and the extension of security of tenure act of 1997.

The irrigation improvement scheme concerns the prevention, control, and management of soil waterlogging. The scheme also serves to promote the construction of water utilisation works, and to arrange for the payment of subsidies using money allocated by Parliament for the purposes of this scheme. It applies to all land, except otherwise stated; and subsidies shall be paid for the erection of water utilization works.

The government recognizes the importance of the agriculture, forestry, and fisheries sector (AFF) to job creation and revenue generation, food security, agrarian transformation, rural development, and industrial development. In the face of sluggish growth and job losses in the sector, the APAP represents efforts to sharpen analysis of the sector. The integrated growth and development policy for agriculture, forestry, and fisheries (IGDP) contain a detailed analysis of the challenges facing the sector. The APAP thus seeks to implement the recommendations of the IGDP.

It is expressly stated that “no person shall export fresh vegetables from the Republic of South Africa unless quantities have been approved by the executive officer for that purpose”. It details application for approval of export, inspection guidelines and procedure, assessment of competence of testing laboratories involved in inspection, necessary fees, approvals and rejections, as well as an appeal process.

The entire Agulhas front marine protected area is zoned as a single restricted zone which is determined by using the World Geodetic System (WGS) of 1984. The regulations stipulate that no scientific research within the protected area shall be carried out except with a research permit issued by the Minister. It lists out the general restrictions within the protected area.

The statutory measure applies to potatoes. It pushes to compel stakeholders of potato to register with the relevant administrators. It sees registration as a means to ensure the availability of information to all players in the industry, to enable them to make informed decisions. The measure lists out the parties mandated to register, and the registration process. Potatoes are appointed as an administrator of the statutory measure.

The Regulations implement and give effect to provisions of the Marine Living Resources Act concerning management and conservation of fish resources and other marine living resources including whales, dolphins and turtles; mariculture; landing, transport and marketing of fish and fish products; fishing harbours; enforcement; and administrative matters.

The stock remedies regulations pertain to issues surrounding registration processes, labelling and containers, advertisements, manufacturing establishments, sampling and permissible deviations, handling, disposal, and storage of stock remedies, imports, and appeals.

Amendment of the water act of 1956, to further regulate the abstraction of water from public streams of which the natural flow is artificially augmented.
