These regulations apply to any civil aircraft accidents or incidents arising out of or in the course of air navigation and either occurring in or over Nigeria or occurring to Nigerian registered aircraft elsewhere and/or where the interest of Nigeria is involved and also any accident or incidents involving state and civil aircraft in a civil aerodrome either occurring in or over Nigeria. Regulation 6 defines the functions of the Bureau. Some of its functions include determination and classification of occurrences, the conduct of investigations into accident, serious incident or incident arising out of or in the course of air navigation and either occurring in or over Nigeria or occurring elsewhere as applicable to an aircraft registered in Nigeria or operated by Nigerian operator etc.

This part prescribes the requirements for registration and marking of civil aircraft under the provisions of the Civil Aviation Act 2006. It does not apply to meteorological pilot balloons used exclusively for meteorological purposes, to unmanned free balloons without a payload; or Nigerian military aircraft. It emphasizes that No person may operate a civil aircraft that is eligible for registration under the laws of Nigeria unless it has been registered by its owner or operator under the provisions of the laws of Nigeria and the Authority has issued a certificate of registration for that aircraft which shall be carried aboard that aircraft for all operations.

This regulation prescribes the requirements for original certification of aircraft and aeronautical products, supplemental type certificates, issuance of a certificate of airworthiness, continued airworthiness of aircraft and aeronautical components; aircraft maintenance and inspection requirements; and maintenance records and entries.

These regulations in Part 6 prescribe the requirements for issuing approvals to organizations for the maintenance, preventive maintenance, and alterations of aircraft and aeronautical products and prescribes the general operating rules for an Approved Maintenance Organization (AMO).

These regulations in Part 7 prescribes the minimum instrument and equipment requirements for all aircraft in all operations.

These part 8 regulations prescribe the requirements for operations conducted by a flight crewmember certified in Nigeria while operating aircraft registered in Nigeria; operations of foreign aircraft registered in another State by Nigerian AOC holders; operations of aircraft within Nigeria by the flight crew or AOC holders of another State.

This regulatory document applies to the carriage of passengers, cargo or mail for remuneration or hire by persons whose principal place of business or permanent residence is located in Nigeria. It prescribes requirements for the original certification and continued validity of Air Operator Certificates (AOC) issued by Nigeria. Except where specifically noted, Part 9 applies to all commercial air transport operations by AOC holders for which Nigeria is the State of the operator under the definitions provided in Annex 6 to the convention on international civil aviation.

These regulations prescribes requirements applicable to the operation of any civil aircraft, including aeroplane or helicopter, for commercial air transportation operations by any air operator whose air operator certificate is issued and controlled by a civil aviation authority other than Nigeria.

This part contains the requirements for those operators and operations that are considered to be aerial work in Nigeria. It emphasizes that all persons who conduct aerial work in Nigeria must comply with the certification requirements of this part. All persons who conduct aerial work in Nigeria must comply with the applicable airworthiness and operational requirements of this Part, except where this part grants relief from those requirements or specifies additional requirements.

Part 12 provides for the certification of aerodromes and heliports and the issuance of an operating certificate. It is presented in 13 sections dealing with aerodrome certification, aerodrome manual, aerodrome design requirements, obligations of aerodrome operator, operation of a heliport, heliport certification, heliport manual, heliport design requirements and obligations of a heliport operator. These regulations incorporate the Standard and Recommended Practices (SARPs) in Annex 14 to the Chicago convention as well as the provisions of the Aerodrome Standards Manual (ASM).

This strategy identifies a set of priority areas that are key to improving nutritional status in Nigeria ranging from Maternal nutrition, Infant and young child feeding, Management of severe acute to Diet-related non-communicable diseases and Nutrition information systems.

The Nigeria Civil Aviation Regulations (Nig. CARs) Part 14 addresses the Air Navigation rules, procedures and services’ applications as stated in articles 13, 37 and 38 of the Convention on International Civil Aviation (Chicago) 1944. The Implementing Standards (is) provide detailed requirements that support the intent of the regulations presented in a part, and unless otherwise indicated, have the legal force and effect of the referring regulations.

The Nigeria Civil Aviation Regulations (Nig. CARs) Part 16 presents standards and recommended practices as regulatory requirements for aircraft noise certification, vented fuel and aircraft engine emissions certification for aircraft engaged in international air navigation. Part 16 incorporates the international civil aviation organization (ICAO) Standard And Recommended Practices (SARPs) in Annex 16 Volume I and Volume II.

The Nigeria Civil Aviation Regulations (Nig. CARs) Part 17 deals with aviation security programmes, measures, processes, procedures and practices aimed at safeguarding civil aviation against acts of unlawful interference. In addition, Part 17 incorporates the Standards and Recommended Practices (SARPs) as contained in Annex 17 to the Chicago convention. it makes provision for designation of authority, national civil aviation security programmes, aerodrome security, aircraft operator security, cargo and regulated agent security, flight catering operator security, tenant restricted area security, quality control and miscellaneous matters.

The Nigeria Civil Aviation Regulations (Nig. CARs) Part 18 provides for the rules governing the administration, certification, licensing, permits, and registration and audit procedures of economic air transport activities. It also incorporates relevant guidelines contained in (ICAO) guidance materials as well as best practices. The part deals with air transport licensing, domestic operations, regional and international operations by Nigerian carriers, foreign airline operations into and out of Nigeria, air services agreement, airport and air navigation services, facilitation of air transport, allied aviation services, travel agency, airline financial health, aviation insurance, civil aviation fees, air transport statistics, fares and tariff, unfair methods of competition and anti-competitive practices.

The Nigeria Civil Aviation Regulations (Nig. CARs) Part 19 deals with passengers’ rights and responsibilities and airlines’ obligations to passengers. This part addresses consumer protection issues, including, compensations for denied boarding, delays and cancellations of flights.

The Nigeria Civil Aviation Regulations (Nig. CARs) Part 20 of the Nigeria Civil Aviation Regulations address the safety management requirements and meets the standards contained in the international civil aviation organization (ICAO).

These regulations establish the Nigerian Civil Aviation Authority. It repeals the Civil Aviation Act as amended and re-enacts the Civil Aviation Act to provide for the regulation of civil aviation, establishment of the Nigerian Civil Aviation Authority and for other purposes connected therewith.

This bill proposes major fiscal reforms to promote fiscal equity by mitigating instances of regressive taxation; reforming domestic tax laws; introducing tax incentives for investments in infrastructure and the capital market; supporting small businesses in line with the ongoing Ease of Doing Business reforms; raising revenues for the government by various fiscal measures including a proposed increase in the rate of Value Added Tax from 5% to 7.5%.

This is an Act to provide among other things, for the vesting of the title of all land within the 100 meters limit of the 1967 shoreline and all land reclaimed near the lagoon, sea or ocean in or bordering Nigeria exclusively in the Federal Government of Nigeria.
