Civil Aviation (Investigation of Air Accidents and Incidents) Regulations, 2019

These regulations apply to any civil aircraft accidents or incidents arising out of or in the course of air navigation and either occurring in or over Nigeria or occurring to Nigerian registered aircraft elsewhere and/or where the interest of Nigeria is involved and also any accident or incidents involving state and civil aircraft in a civil aerodrome either occurring in or over Nigeria. Regulation 6 defines the functions of the Bureau. Some of its functions include determination and classification of occurrences, the conduct of investigations into accident, serious incident or incident arising out of or in the course of air navigation and either occurring in or over Nigeria or occurring elsewhere as applicable to an aircraft registered in Nigeria or operated by Nigerian operator etc.

This part prescribes the requirements for registration and marking of civil aircraft under the provisions of the Civil Aviation Act 2006. It does not apply to meteorological pilot balloons used exclusively for meteorological purposes, to unmanned free balloons without a payload; or Nigerian military aircraft. It emphasizes that No person may operate a civil aircraft that is eligible for registration under the laws of Nigeria unless it has been registered by its owner or operator under the provisions of the laws of Nigeria and the Authority has issued a certificate of registration for that aircraft which shall be carried aboard that aircraft for all operations.
