The Nigeria Civil Aviation Regulations (Nig. CARs) Part 17 deals with aviation security programmes, measures, processes, procedures and practices aimed at safeguarding civil aviation against acts of unlawful interference. In addition, Part 17 incorporates the Standards and Recommended Practices (SARPs) as contained in Annex 17 to the Chicago convention. it makes provision for designation of authority, national civil aviation security programmes, aerodrome security, aircraft operator security, cargo and regulated agent security, flight catering operator security, tenant restricted area security, quality control and miscellaneous matters.

The Nigeria Civil Aviation Regulations (Nig. CARs) Part 18 provides for the rules governing the administration, certification, licensing, permits, and registration and audit procedures of economic air transport activities. It also incorporates relevant guidelines contained in (ICAO) guidance materials as well as best practices. The part deals with air transport licensing, domestic operations, regional and international operations by Nigerian carriers, foreign airline operations into and out of Nigeria, air services agreement, airport and air navigation services, facilitation of air transport, allied aviation services, travel agency, airline financial health, aviation insurance, civil aviation fees, air transport statistics, fares and tariff, unfair methods of competition and anti-competitive practices.

The Nigeria Civil Aviation Regulations (Nig. CARs) Part 19 deals with passengers’ rights and responsibilities and airlines’ obligations to passengers. This part addresses consumer protection issues, including, compensations for denied boarding, delays and cancellations of flights.

The Nigeria Civil Aviation Regulations (Nig. CARs) Part 20 of the Nigeria Civil Aviation Regulations address the safety management requirements and meets the standards contained in the international civil aviation organization (ICAO).

These regulations establish the Nigerian Civil Aviation Authority. It repeals the Civil Aviation Act as amended and re-enacts the Civil Aviation Act to provide for the regulation of civil aviation, establishment of the Nigerian Civil Aviation Authority and for other purposes connected therewith.
