The objective of this Proclamation is to ensure that the country and its communities obtain a fair and equitable share from the benefits arising out of the use of genetic resources to promote the conservation and sustainable utilization of the country’s biodiversity resources”. The Proclamation applies to access to genetic resources found in situ or ex-situ conditions and community knowledge.”

This Proclamation applies to any prescribed seed specified by the Agency, without prejudice to Sub-Article (I) of this Article, the provisions of this Proclamation shall not apply to a seed produced by a farmer, and sold directly to another farmer; However; this Proclamation shall apply on any producer or farmer, processor, distributor and retailer who advertised seed to engage in a sale of seeds; Unless the seed is used for planting purpose, the provisions of this Proclamation shall not apply to seeds of plants intended for other purposes. This proclamation arises as a need to designate governmental bodies which support, advise and control individuals and organizations engaged in the production, processing, import, export, sale, and distribution of quality seeds.

A proclamation to ratify the Cartegena protocol on biosafety. The protocol was adopted on the 20th day of January 2000. The Environmental Protection Authority is authorized to take, in cooperation with the appropriate Federal, Regional and city government organs, actions necessary to implement the Protocol.

This national strategy addresses the need to meet the MDG 2015 goal of reducing child mortality, specifically, under-five child mortality by two thirds. It analyses and attempts to check the various underlying conditions that account for the major proportion of child mortality. These conditions include inadequate birth spacing, poverty, and inadequate maternal education.

A proclamation to provide for the definition of powers and duties of the executive organs of the Federal Democratic Republic of Ethiopia.

The provisions of this Proclamation relating to business licenses shall apply to any person engaged in any commercial activity other than those specified under Article 30 sub-article (1) of this Proclamation. The objectives of this proclamation include; strengthening the situations where the trade sector can be supportive of the economic development of the country, and protecting the trade sector from detrimental and unfair activities by appropriately organizing the systems of commercial registration and business licensing.

The proclamation establishes the tourism commission as an autonomous federal government public institution, accountable to the council of ministers. The commission has the sole objective of promoting and developing tourism in the country.

The Proclamation defines the right to acquire, free of charge, rural land by peasants, pastoralists and semi-pastoralists engaged in agriculture; it also makes provisions for the equal rights of women concerning land and provides for the protection of such rights. It avails rural youths, who wish to engage in agriculture the right to get and use rural land which is possessed by the community or government. The Proclamation also defines the special rights of other disadvantaged persons.

This proclamation issues directives and detailed guidelines on crucial aspects of pollution control, including; management of hazardous waste, chemical, and radioactive materials, control of pollution, management of municipal waste, environmental standards, and environmental inspectors.

The Privatization of public enterprises proclamation highlights the following objectives: to generate revenue required for financing development activities undertaken by the Government; to change the role and participation of the Government in the economy to enable it to exert more effort on activities requiring its attention; and to promote the Country’s economic development through encouraging the expansion of the private sector.

This Proclamation applies to all urban centres within Ethiopia concerning urban land. The Proclamation details the fundamental principles of lease and specifies that no person may acquire urban land other than the lease holding system provided under this Proclamation. The Proclamation sets out the tender and allotment procedures, administration of urban land lease holdings, as well as powers and duties.

The objective of the Institute is to ensure the appropriate conservation and utilization of the country’s biodiversity. The proclamation amends the institute of biodiversity conservation and research establishment proclamation of 1998 as an issue of necessity. It alters the form of several articles and sections, repeals some, and adds other suitable articles.

These regulations are the establishment of the Ethiopian Agricultural Business Corporation including the purpose, functions, and management of the Corporation.

The cooperative societies proclamation of 1998 is amended in the form of articles and sub-articles deletion.

The proclamation spells out the objectives, organization, and the powers of duties of the authority, among others.

The Rural Electrification Fund is established as a permanent financial source under a Special Bank Account to be opened by the Ministry of Finance and Economic Development. The objectives of the fund are: to provide loan and technical services for Rural Electrification Projects carried out by private operators, cooperatives and local communities, and to encourage the utilization of electricity for production and social welfare purposes in rural areas.

These are sets of regulations aimed at guiding the establishment, and management of industrial parks as well as related policy matters.

The government of Ethiopia recognises the negative impact corruption could have in hindering the social, economic, and political development of the country. It, therefore, deems it necessary to fortify the anti-corruption commission to ensure effectiveness in the discharge of its duties. The Federal Ethics and Anti-Corruption Commission is thus established as an independent Federal Government body. The Commission shall be accountable to the Prime
Minister, and notwithstanding the provisions of article 3 sub-article 2 of this proclamation, shall not be subject to any form of interference. The commission is charged with creating awareness about corruption in the country, and exposing, investigating and prosecuting corruption offences and impropriety.

As a matter of necessity, and under Article 55( I) of the Constitution of the Federal Democratic Republic of Ethiopia, the mining operations proclamation of 2010 is amended.

The Water Supply and Sewerage Authority is established as an autonomous government organization having its juridical personality. The Commissioner of the National water resources commission shall be the supervising authority of the Authority. It has a sole and clear objective to provide water supply and sewerage services throughout Ethiopia.
