This proclamation arises as a need to designate governmental bodies which support, advise and control individuals and organizations engaged in the production, processing, import, export, sale, and distribution of quality seeds.

Minister, and notwithstanding the provisions of article 3 sub-article 2 of this proclamation, shall not be subject to any form of interference. The commission is charged with creating awareness about corruption in the country, and exposing, investigating and prosecuting corruption offences and impropriety.
