A proclamation to ratify the Kyoto protocol on the reduction of greenhouse gases. The Kyoto Protocol to the United Nations Framework Convention on Climate change was adopted and ratified by the house of peoples’ representatives of Ethiopia.

The Southern Nations, Nationalities, and Peoples’ Regional State Agricultural Research Institute is established as an autonomous regional body of the Southern Nations, Nationalities, and Peoples’ Regional State. The institute shall be accountable to the regional agricultural research board and the regional rural development coordination bureau. The institute shall among other things generate, develop, and adapt agricultural technologies towards making the agricultural research system of regions more efficient.

The Geological Survey of Ethiopia is re-established as an autonomous federal government agency having its juridical personality. The survey shall be accountable to the Ministry of Mining and energy. “The objective of the Survey shall be to undertake studies and surveys about the earth’s crust and mineral contained in it, applying earth science techniques and to prospect for, explore, and, estimate and delineate mineral deposits”.

The constitution of the Federal Republic of Ethiopia grants the state and its people exclusive rights to the ownership and control of lands, as well as the empowerment to administer lands and other natural resources. This proclamation states the general provisions on land administration, contents of a land administration law, conditions of land administration, and miscellaneous provisions.

The council of ministers regulations establishing the national institute for control and eradication of tsetse fly and trypanosomosis, as an autonomous federal government organ, and accountable to the ministry of agriculture. The institute is charged with eradicating tsetse fly and trypanosomosis in areas witnessing the scourge, with the ultimate aim of improving the productivity levels of animals and crops.

The National Veterinary Institute is established by the council of ministers, as a public enterprise. It shall be governed by the Public Enterprise Proclamation of 1992. The Government shall designate a body to supervise the Institute. The purposes of the Institute shall centre around the production of vaccines, veterinary drugs, biologicals, and reagents and to sell such products locally and abroad.

The tea production and marketing enterprise is established as a public enterprise by the council of ministers. The enterprise shall be supervised by a designated federal body and governed by the public enterprise proclamation of 1992. It is tasked with the processing of tea, marketing of the processed tea, and other related activities crucial to attaining its purposes.

These Regulations are issued by the Council of Ministers under Article 4(2) of the Definition of Powers and duties of the Prime Minister and the Council of Ministers Proclamation of 1991. It details applications for licenses, issuance, exclusions, renewal, transfer, and revocation. It also contains the rights and obligations of licenses.

This is the council of ministers’ regulations establishing the Gumaro Tea Development Enterprise as a public enterprise. The Enterprise shall be governed by the Public Enterprises Proclamation of 1992 and shall be supervised by a body, to be designated by the federal government. Its purposes lie in the area of development of tea plantations, preliminary processing of tea, and other related activities.

The active participation of members of the society has been deemed necessary to effectively implement the country’s health policy. The proclamation also points to primary health care as a suitable approach to solve the health problems in the country. The proclamation establishes the health advisory board at the federal and regional level to aid the effective implementation of the proclamation; it specifies the powers and duties of the board, as well as its meetings. It also highlights the powers and duties of inspectors charged with the implementation of the proclamation. It spells out directives related to; food quality control, food standard requirements, water quality control, water handling and disposal, among others.

The proclamation recognises the important role agriculture can play, as a foundation for building the economy, and as a means of prosperity in the livelihoods of the masses. It also recognises the current challenges faced by farmers in boosting productivity levels; It points to the key role states can play in addressing these challenges through the establishment of large scale state farms. The proclamation thus establishes the authority as an autonomous public authority, with juridical personality; saddled with the responsibility of coordination and harmonisation of all activities of corporations.

The proclamation seeks to maximally reduce the adverse effects of solid waste on the environment while ensuring the benefits obtainable are equally maximised. It discusses, among other things, solid waste management planning, general obligations of urban administration, and inter-regional movement of solid wastes.

This is a revision to the 1997 charter proclamation. The charter strives to ensure the city of Addis Ababa becomes a suitable place to live and work by all modern measurable standards. This becomes quite important given the city’s status as the capital city of the Federal Democratic Republic of Ethiopia, the seat of the African Union and several international organizations. It highlights important details including; boundary, working language, rights of residence, elections, as well as the rights, objectives, organization, powers, and functions of the city government.

The fisheries development and utilization proclamation fill the void of the absence of laws guiding the effective utilization of fisheries resources. The proclamation applies to all Ethiopian water bodies where fish are bred and fishing activities take place. The objectives of the proclamation include; conservation of fish biodiversity and an increase in the supply of safe fish for consumption.

The pre-shipment inspection applies to all goods imported into the territory of the Federal Democratic Republic of Ethiopia, except as stated under article 6 of this proclamation. It details the requirement of pre-shipment inspection, coverage of the inspection, exceptions, procedures for goods importation with or without the letter of credit. This is in a bid to create efficient conditions for trade activities.
