The Rural Electrification Fund is established as a permanent financial source under a Special Bank Account to be opened by the Ministry of Finance and Economic Development. The objectives of the fund are: to provide loan and technical services for Rural Electrification Projects carried out by private operators, cooperatives and local communities, and to encourage the utilization of electricity for production and social welfare purposes in rural areas.

These are sets of regulations aimed at guiding the establishment, and management of industrial parks as well as related policy matters.

The government of Ethiopia recognises the negative impact corruption could have in hindering the social, economic, and political development of the country. It, therefore, deems it necessary to fortify the anti-corruption commission to ensure effectiveness in the discharge of its duties. The Federal Ethics and Anti-Corruption Commission is thus established as an independent Federal Government body. The Commission shall be accountable to the Prime
Minister, and notwithstanding the provisions of article 3 sub-article 2 of this proclamation, shall not be subject to any form of interference. The commission is charged with creating awareness about corruption in the country, and exposing, investigating and prosecuting corruption offences and impropriety.

As a matter of necessity, and under Article 55( I) of the Constitution of the Federal Democratic Republic of Ethiopia, the mining operations proclamation of 2010 is amended.

The Water Supply and Sewerage Authority is established as an autonomous government organization having its juridical personality. The Commissioner of the National water resources commission shall be the supervising authority of the Authority. It has a sole and clear objective to provide water supply and sewerage services throughout Ethiopia.

The Institute of Biodiversity Conservation and Research is established as an autonomous body of the Federal Government having its own juridical personality. The Institute shall be accountable to the Ethiopian Agricultural Research Organization. The institute shall be responsible for the conservation, research, development, and sustainable utilization of the country’s biodiversity. The proclamation details the powers and duties of the institute, the organization structure, and books of account, amount others.

The proclamation highlights the objectives of the society, guiding principles, formation and registration of the societies, amalgamation and division, as well as rights and duties, among other key issues. This is to facilitate the suitable conditions to enable rural dwellers to come together to solve their economic and social problems.

The proclamation is to ratify the Animal Health Agreement between the Government of the Federal Democratic Republic of Ethiopia and the Government of the People’s Democratic Republic of Algeria, assigned in Algiers on the 15th day of March 2015. The ministry of livestock and fisheries is empowered to implement the agreement.

This proclamation subsequently establishes the commission, to be accountable to the council of ministers. The commission is charged with the holistic management and coordination of agricultural census activities at all government levels.

The proclamation to provide for urban planning applies to all urban centres throughout the country. It acknowledges the non-comprehensive state of the current legislation on urban planning. “It provides for authorization of development, reallocation of land for public purposes, the right to obtain information regarding the status of the land, and the reservation of land for public purposes”. It establishes a legal framework that sees to the promotion of planned and well developed urban centres.

These regulations are an amendment to the Ethiopian meat and dairy technology institute establishment regulations of 2008. The amendment repeals and replaces articles 1 and 5, corresponding to objectives of the institute, and powers and duties of the institute respectively, of the previous regulations.

This amends the mining proclamation of 1993, under Article 55(I) of the Constitution of the Federal Democratic Republic of Ethiopia. The amendment takes the form of article deletion, addition, and form change.

The proclamation amends the Ethiopian agricultural research organization establishment proclamation of 1997. The organization is to be accountable to the ministry of agriculture and rural development.

The Marine Proclamation relates to jurisdictional provisions, administration and control of “territorial waters, mercantile marine provisions, maritime domain and defence areas of the Empire” and fishing rights in those waters.

The GTP policy matric is a sub-set of the government’s Second Growth and Transformation Plan. It contains a series of benchmarks to aid the monitoring and evaluation of the various targets and priorities set in the main document.

A proclamation to ratify the Kyoto protocol on the reduction of greenhouse gases. The Kyoto Protocol to the United Nations Framework Convention on Climate change was adopted and ratified by the house of peoples’ representatives of Ethiopia.

The Southern Nations, Nationalities, and Peoples’ Regional State Agricultural Research Institute is established as an autonomous regional body of the Southern Nations, Nationalities, and Peoples’ Regional State. The institute shall be accountable to the regional agricultural research board and the regional rural development coordination bureau. The institute shall among other things generate, develop, and adapt agricultural technologies towards making the agricultural research system of regions more efficient.

The Geological Survey of Ethiopia is re-established as an autonomous federal government agency having its juridical personality. The survey shall be accountable to the Ministry of Mining and energy. “The objective of the Survey shall be to undertake studies and surveys about the earth’s crust and mineral contained in it, applying earth science techniques and to prospect for, explore, and, estimate and delineate mineral deposits”.

The constitution of the Federal Republic of Ethiopia grants the state and its people exclusive rights to the ownership and control of lands, as well as the empowerment to administer lands and other natural resources. This proclamation states the general provisions on land administration, contents of a land administration law, conditions of land administration, and miscellaneous provisions.

The Proclamation applies to documents authenticated and registered by organs of the Regional Government authorized by respective Regional laws; organs of the Addis Ababa and Dire Dawa City Governments authorized under this Proclamation; the Ministry of Foreign affairs, Ethiopian embassies and Consular Office; Commanders of divisions of the defence force; and heads of federal prisons.
